Apperance - UI Bar is very sensitive - between 100% and 95%

Thanks for catching this, Scott — it was a real bug. Below 100% the UI Scale slider was shrinking the whole interface far more than it should on higher-resolution screens. Fixed for the next release (v2.3.8): the slider now scales smoothly at any value and applies as soon as you hit Save, no restart needed. Appreciate the report!
